First of all this  note is written by someone who does not speak Russian as their first language its badly written maybe by an American ?

Number 9 reads.  Here we have friends and red cross who also can help you.  red cross ( how written in English )

Thanks Boe that's what I thought but Angleski was so poorly written I couldn't tell.
