I want to add that now the whole territory of France is sliced in different areas shaded with different levels of crimes. 
So the rich are moving guess where, in the safest areas. 
The highest crime areas are spreading to the adjacent areas like a gangrene, 
but it never come back to the other way.

The penal system is overflowed and in some case couldn't answer respecting the procedural delays 
Some efforts have been made to recruit more employees in the Justice department 
but the power in general don't like too much Justice when she is going too far his own way 
The biggest guys in our country has suffered from few investigating judges in 2000's
And the trend of the metoo movement is dragging some other to the courts.

Yep, I didn't write about immigration yet but that's a big one. 
 
After WW2 we had a first peak due to the war in Algeria. French coming back and pro French Algerian (harkis) immigrated during this time to france until the peace in 1962.

No we normally work under the principle innocent until proven guilty.
But feminists are trying to torpedo this principle, the Constitution and 236 years of fights to etablish a stable political system and a justice as fair as possible.     
They want the principle of precaution, which simply consists to harm the men as soon there is the beginning of an accusation of any kind.     
In practice, he is not able to work, to study, to do business, to talk... He is cancelled first basically.   
And they try to supersede the justice by infiltrating any organizations they could and making some parallel justice, out of the law. So they want to step in the trade unions, in the political parties, some schools or universities now and they would like as much as possible to step in private companies and in the public services.
   
You want to destroy your boss and you are a woman? Just say to the monitoring committee (composed exclusively of women of course) that he has made some sexual advances on you.

So about the USA 
I have spent a decent amount of time studying how work the penal system and law enforcement.
I came to the conclusion
that for my safety
for my mental and physical health
and my money
   
That I don't even want to put a step on the US soil.
So you are right by saying "guilty until proven innocent"

poor people are at a BIG disadvantage in the USA, so DON't be poor
so are stupid people, worse to be poor and stupid, so DON't be stupid

smart people work in their own business
and semi-legally hide a large percentage of their assets in off-shore shell corporations that the courts can't access
I ALWAYS carry a small voice recorder for dictation, sometimes I "forget to turn it off"
so if there is ever a "she said, he said" conflict, I can press "PLAY" and everyone can hear EXACTLY what she said

I can legally carry a concealed handgun in texas, and I own many, I also legally own silencers
I can also legally carry a knife of any blade length, so long as it is visible
I also KNOW how to interact properly with police, I NEVER have problems from them, because I AM EXTREMELY polite and cooperative
also helps being an older "white gentleman"
